State fees add up to at least €103
If you pass both exams on the first attempt and apply for the licence through the e-service, this is what goes to the state:
- theory exam: €30;
- driving exam: €50;
- issuing the licence: €23.
What the state fee does not cover
The state fee pays the state for administering the exam and issuing the document. You should budget separately for:
- driving school tuition: theory and driving lessons;
- first aid training;
- a medical certificate from your family doctor or an occupational health doctor;
- extra driving lessons, if you need them;
- jätkuõpe, the supplementary training required after three unsuccessful driving exams.

How to keep the state fees down
Apply through e-teenindus
Issuing the licence costs €23 online against €33 at an office: a €10 saving for a couple of minutes of work.
Reschedule in good time
Give at least three working days' notice and you can move the exam without paying the fee again.
Sit the exam when you are ready
Each retake costs €50. Two extra driving lessons are almost always cheaper than two retakes.
Check your documents first
A valid medical certificate and identity document must already be in order when you book.
If you have to retake the exam
Every new attempt means a new state fee: €50 for each driving exam. After every third driving exam you can only book again once you have completed jätkuõpe and the record of it has been sent to Transpordiamet.
