The training ends with a theory exam and a driving exam. The theory exam consists of 40 single-answer questions, 10 of which cover traffic safety. It is passed with at least 35 correct answers and no more than one error among the traffic-safety questions; the time limit is 30 minutes. The driving exam takes place after the theory exam has been passed and gives the learner a realistic picture of the state driving exam.
Driver training is divided into an initial stage and a final stage. The initial stage ends with the state examinations at the Transport Administration and the provisional driving licence. The holder of a provisional licence then builds experience independently and completes the final-stage training. Both stages consist of traffic theory and driving lessons. The actual volume is individual: the stated hours are the minimum. Continued training (jätkuõpe) has a minimum volume of two driving lessons.
